“The GovTech Challenge Series” is a structured process that brings together public sector challenges and innovative teams that have ideas and solutions. We have submitted three projects since 2020 that have won this series of challenges.
RRT projects
🏁Start: June 2024.
🎯Purpose: develop a technical solution to enable interested parties to have a structured overview of the current situation of (un)used radio frequencies, to use a wizard to help them to access the radio frequency channels appropriate to their needs, to enable everyone who receives a frequency to have information about it in one place in the digital space, and thus to contribute to a more efficient use of the radio resources.
🤝Agreement with the Innovation Agency on EU funding: project “Development of Innovation in Public Sector Institutions” No. 05-07-21.1.4.T-014.
🪙Funding: the project is funded by the Economic Recovery and Resilience Plan “Next Generation Lithuania” (EUR 92 068.9 incl. VAT), and by the Lithuanian Communications Regulatory Authority (EUR 100 067 incl. VAT).
💡Benefits: reduced administrative burden, faster authorisation processes, easier access to information for the frequency user (on (un)available frequencies and available authorisations), easier application process.
👉Winning company: to be determined at the time of procurement.
⚙️Result: development and deployment of the Frequency Self-Service System: automation of certain radio frequency management processes (notification of interested users, issuing of authorisations, etc.).
✔️Continuity: foreseen for 2026-2030, involving more RF services/systems, the use of artificial intelligence and automation of decision-making processes.

🎯Tikslas: techninis sprendimas, kaip suinteresuoti asmenys galėtų patikimai ir greitai sužinoti, kurie jų paskirčiai tinkami radijo dažniai ir kuriose vietovėse yra (ne)naudojami.
💡Nauda: įdiegus tokią priemonę, valstybė gautų papildomų pajamų iš radijo dažnių paskyrimo, būtų efektyviau naudojami ištekliai, o vartotojai gautų daugiau paslaugų bei būtų sumažinta administracinė našta pateikiant paraiškas.
👉Laimėjusi įmonė: UAB „Cellular Expert“
⚙️Rezultatas: sukurtas ir išbandytas prototipas.
✔️Tęstinumas: numatytas (iki 2025 pab. – I etapas) prototipo išvystymas iki pilnavertės priemonės.
🏁 Start: the year 2020
🎯Objective: to develop a tool for searching for illegal content (child sexual abuse material and pornography) in the Lithuanian Internet space.
💡Benefit: the tool complements the reporting platform of the RRT‘s Internet Hotline Švarus internetas (Clean Internet), to which reports of illegal content are submitted by Internet users. This speeds up action to remove illega content from the Internet, children are protected from exposure to such content, and at the same time, the function that RRT is assigned with is carried out more efficiently.
👉Winning company: UAB Metacluster LT (now UAB Oxylabs).
⚙️Result: an AI-based tool, OxyCapture, which detects illegal content in the LT Internet space (in IP address range) and reports it to the RRT Internet Hotline www.švarusinternetas.lt.
🏆Awards: the solution has won the 1st place at the Baltic Sustainability Awards 2022 on 30 November 2022 in Riga. It was also nominated in yearly Lithuania AI Awards in the category “Best Application of Artificial Intelligence”, and in GovTech Awards organised by the Innovation Agency in the category “Most Successful Cooperation of the Year”.
✔️Continuity: the tool is to be further developed in 2024 and 2025.
🏁Start: the year 2020.
🎯Objective: to develop a monitoring tool and automate the monitoring processes for trust service providers (TSPs).
💡Benefit: better supervision of TSPs and higher quality services.
👉Winning company: UAB Algoritmų sistemos (now UAB Novian Systems).
⚙️Result: no prototype has been developed.
