New rules for rail transport operators on how and what information to publish

August 1, 2023

The Communications Regulatory Authority (CRA) has adopted rules on the provision of information to the rail transport market regulator.  Their purpose is to regulate the content and procedure for the submission of periodic reports on rail transport activities to the CRA by the manager of public railway infrastructure, railway companies (carriers) and operators of railway service facilities.

“Until now, the CRA has been collecting information on the rail transport market on a request by request basis, with an unspecified regularity, and providing it to the European Commission, and, together with rail regulators from other European countries, producing annual monitoring reports on the European rail transport market.  The adoption of these rules will allow all participants in the rail transport market to have a clear understanding of the periodicity of the information to be provided and a common understanding of the content of the information to be provided,” says Rita Liuokaitytė, Head of the CRA’s Railway and Postal Group.

From now on, the CRA will expect two semi-annual reports and one annual report from rail transport operators, with less variable data.

After assessing the reports received, the CRA will also publish summarised periodic monitoring reports on the Lithuanian rail transport market, which will allow for the assessment of the development of railways as an important partner in the implementation of the Green Deal objectives.
