Notification of Electronic Communications Activities

Specification of General Terms and Conditions for Engaging in Electronic Communications Activities (further referred to as “Specification”) was approved by Order No. (1.9E)1V-163 of the Director of the Communications Regulatory Authority of the Republic of Lithuania of 7 March 2022. Pursuant to the procedure laid down in the Specification, undertakings which intend to engage into such activities as:

1. provision of public fixed electronic communications network and (or) public fixed electronic communications services,
2. provision of public mobile electronic communications network and (or) public mobile electronic communications services,
3. provision of public communications networks and (or) public electronic communications services  through power line system,
4. provision of public satellite communication network and (or) public satellite communication services, shall have to submit to the Communications Regulatory Authority of the Republic of Lithuania (further referred to as “Authority”) Notification of the Commencement of Electronic Communications Activities (further referred to as “Notification”). The Notification form is available below.

NOTE. Obligation to notify does not apply to publicly available number-independant interpersonal communications service providers.

Submission of Notification and its examination shall not be subject to any fees.
Fee for the supervision of compliance with General Terms and Conditions for Engaging in Electronic Communications Activities (further referred to as “Conditions”) is applied to the undertakings whose revenues from activities defined in Paragraph 5 of the Specification during the reference year and from provision of electronic communications network interconnection and (or) television (cable TV, MMDS, IPTV, satellite) services, on the basis of the reports on electronic communications activities carried out the previous year, exceeded 289620,02 Eur.  The fee shall be paid every month starting from 1 March of the current year until 1 March of the following year for each individual electronic communications activity defined in Paragraph 5 of the Specification, the commencement of which the undertaking has to submit Notification of to the Authority, as well as for the provision of radio and (or) television (cable TV, MMDS, IPTV) services in case revenues of undertaking from a relevant electronic communications activity, on the basis of the submitted reports on electronic communications activities carried out the previous year, exceeded 28962 Eur.

For supervision of compliance with General Terms and Conditions for Engaging in Electronic Communications Activities (for each individual activity) – 72,41 Eur.
For issued confirmation that undertaking has submitted Notification of the Commencement of Electronic Communications Activities and has the right to engage in them – 12 Eur.

Undertakings engaged in provision of:

• public fixed telephone network and (or) services;
• public mobile telephone network and (or) services;
• public communication network and (or) public electronic communications services through power line system;
• public satellite communication network and (or) public satellite communication services;
• Internet access, leased lines provision and other data transmission services;
• television (cable, MMDS, digital terrestrial, IPTV, satellite) services;
• wire radio services;
• fibre-optic services;
• radio and (or) television programme transmission services,
  shall have to submit to the Authority reports on electronic communications activities every 3 months pursuant to the procedure laid down in Section V of the Specification. Forms of periodical reports are provided below.

By 1 March undertakings which are engaged in the provision of public fixed telephone networks shall have to additionally submit to the Authority annual report on electronic communications activities. The form of an annual report is available below.
