The Communications Regulatory Authority (CRA) has legislated for additional video verification of a natural person’s identity. Until now, this could be done either in the physical presence of the person or remotely using electronic identification tools.
“New advanced technological solutions already make it possible to securely and reliably identify a person remotely by means of video, with the equivalent security of physical presence. The new regulation does not encourage or restrict the use of specific technologies for video-based identity verification. Only the basic requirements for video-based identity verification have been set, while the detailed process of remote video-based identity verification must be described in the operational documents of the qualified provider or authorised third party”, explains Irma Kazlienė, the Head of the Digital Services Regulatory Group at the CRA.
A qualified provider providing video identity verification shall have a risk management plan for video identity verification that identifies the risks to the security of video identity verification, assesses them and provides the necessary technical and organisational measures to manage the risks.
There must also be designated staff responsible for overseeing the process of verifying identity by means of video identification, preventing the falsification of identity documents and preventing biometric fraud. In addition, the conformity assessment body will have to confirm whether the technological solution chosen by the qualified provider for the video-based identity verification provides equivalent security to the physical presence of the individual.
This CRA Decision enables qualified providers to deploy new technological solutions and allows users of trust services to access qualified certificate services in a more convenient way, which is likely to become more attractive and more widely used.
