The frequency plan for terrestrial digital radio in Lithuania consists of three nationwide networks in the VHF III band, 174-230 MHz (the same frequency band is also planned for one nationwide layer for the terrestrial digital television broadcasting service). This is provided for by Regional Agreement and associated frequency plans drawn up at the Regional Radiocommunication Conference for the planning of the digital terrestrial broadcasting service in Region 1 (parts of Region 1 situated to the west of meridian 170° E and to the north of parallel 40° S, except the territories of Mongolia) and in the Islamic Republic of Iran, in the frequency bands 174-230 MHz and 470-862 MHz, held in Geneva, 2006 (RRC-06). Geneva 2006 plan was developed on the basis of T-DAB platform (Terrestrial Digital Audio Broadcasting) as well as previous related plans.
Initially the plan for implementation of terrestrial digital radio networks in Europe was drawn and adopted at CEPT ERC planning conference in Wiesbaden, 1995. The frequency range then was planned in the following frequency bands: VHF II (87 MHz-108 MHz), VHF III (174-240 MHz) and L-band (1452-1467 MHz). In the Wiesbaden plan the T-DAB frequency block 13C in the 230-240 MHz frequency range for nationwide single frequency network and another nationwide layer in L-band consisting of 5 allotments were assigned to Lithuania. Later on the 13C block was modified to the 13A (230.784 MHz) due to the possible interference to the aeronautical services of the neighboring countries. Actually, 174-230 MHz frequency range is covered by Geneva 2006 plan while the frequency block 13A (230.784 MHz) based on Wiesbaden, 1995, Special Arrangement (rev. Constanța 2007) is an option for the terrestrial digital radio developments in Lithuania, assessing compatibility with the services other than broadcasting.
The Maastricht, 2002, Special Arrangement provided for T-DAB allotment plan in the 1452–1479.5 MHz band using the transposed conditions of the Wiesbaden agreement. The Constanța, 2007, Special Arrangement enabled implementation of the systems with larger bandwidth. Thus Lithuania’s plans in the 1452–1479.5 MHz band provided for by Maastricht, 2002, Special Arrangement (rev. Constanța 2007) consisted of two T-DAB nationwide layers. At present the 1452-1492 MHz frequency range applied on a non-exclusive basis for terrestrial systems capable of providing electronic communications services as the Commission Implementing Decision (EU) 2015/750, 8 May 2015 provides.
Terrestrial digital radio broadcasts initially launched in Lithuania in June 2001 via T-DAB frequency block 13A providing coverage for Vilnius region. Then DAB multiplex consisted of 6 radio programmes transmitted in parallel to appropriate FM radio services. Since late 2009 DAB transmission has been discontinued. Currently there are no terrestrial digital radio services in operation in Lithuania. The run of particular transmission standards should depend on attitude of the market players. In case of large-scale deployment of terrestrial digital radio networks, the most efficient system (e.g. DAB+) in Lithuania is likely to be used.
Currently digital terrestrial television is being broadcasted in DVB-T standard in Lithuania with a compression method of MPEG4.
The residents of Vilnius were the first to receive the possibility to watch digital television in Lithuania. In January of 2002 experimental broadcasts of digital television programmes were commenced via channel 53, and starting from September of 2004 Lithuanian Radio and Television Commission has been granting licenses for permanent broadcasting.
In 2007 the implementation of digital terrestrial television in Lithuania gained momentum. Starting from 1st June, 2006 the first transmitters were installed. The companies Lithuanian Radio and Television Centre (hereinafter Telecentras) and TEO LT (now TELIA Lietuva), which had implemented digital television networks in the country, introduced the possibility to watch digital television to the residents of Vilnius before 1st July 2007. In 2012 a gradual replacement of analogue terrestrial television to digital TV was started. Regarding the resolution of Government of the Republic of Lithuania complete analogue switch-off was accomplished by in the night of 29.10.2012.
On 22th of August, 2011 the license to use radio frequencies for national coverage of digital terrestrial television was granted for VšĮ Lietuvos nacionalinis radijas ir televizija (hereinafter LRT). According to Article 5 of the Law on National television and radio of the Republic of Lithuania above mentioned network can only be used to broadcast LRT programs and it is forbidden to use frequencies for broadcasting other programs and any other commercial activities.
On the 3rd of October, 2012 licenses to use frequency were given for Telecentras and TEO LT, AB (now TELIA Lietuva). These licenses grant usage of radio frequencies for two new networks with national TV coverage. At the time seven nationwide networks could have been implemented.
However, networks of TELIA Lietuva are not in operation since September of 2018.
High definition (HD) television has been being broadcasted since the middle of 2009 in Vilnius and since 2010 in Kaunas as well. Since 9th of May, 2013 UAB “Pūkas” became the first to broadcast free-to-air HD signal of program regularly. Now to programs of National public service network (LRT network) are being transmitted in SD and HD simultaneously.
Currently 91 digital terrestrial television stations are operating in Lithuania. 13 free-to-air programs can be received nationwide in Lithuania. Also, in regions local free-to- air and encrypted programs are being transmitted.

Cable television networks operate in all regional centres and larger towns of Lithuania. According to the data of Communications Regulatory Authority of the Republic of Lithuania (RRT), 286,200 subscribers used services of the networks in the 3rd quarter of 2021.
Cable television network – is mostly a wire infrastructure. Its main function is public supply of radio and television programs to viewers. Modern cable television networks rebroadcast dozens of television and radio programs as well as provides data transfer and other electronic communication services. Optical fibers are used to distribute radio and television signals in larger cities of Lithuania. 48-862 MHz radio spectrum band is used for signal transmission. Cable television programs are broadcasted in digital format as well. DVB-C standard is used for the signal transmission of digital television.
Cable TV maintenance of technical parameters
In order to ensure that the recipients of cable television network services get sufficient quality, RRT does planned inspections of technical parameters of cable television networks. During these inspections it is evaluated whether the technical parameters of cable television networks meet the necessary requirements of Decree on approval of the mandatory requirements list of technical parameters of cable radio and television signal distribution networks (hereinafter: Decree).
Results of 2021 inspections of the technical parameters of cable television network
There were 18 inspections of the technical parameters of cable television network done in 2021. All the inspected cable television networks met the necessary requirements of the Decree.
