Radio frequencies are limited property, managed by the state. The need of the modern society to use the most advanced electronic communications services ever more increases the demand for radio frequencies. From mobile telephony to the TV programmes, broadcasted via wireless Internet – the frequency spectrum is an important part of our everyday life. The traditional way to coordinate the overlapping frequency usage demands is based on planning by identifying who and on which conditions has the right to use frequencies for the purpose of simplifying the reaching of strategic targets.

At present the rapid development of the technology and convergence of electronic communications, media content and electronic equipment creates an especially dynamic environment. In this environment the importance of the frequency spectrum as a resource cannot possibly be overestimated. The main purpose of spectrum management is to create the conditions for the business and society to use the advantages, provided by the new dynamic communication environment. Effective management of radio frequencies is a prerequisition for entrenchment of the new technologies.
RRT prepares and approves the National frequency allocation table and usage plan [Lithuanian only] (hereinafter referred to as the Table).
According to the National frequency allocation table are assigned from 9 kHz to 1000 GHz. The Table is a document, establishing the assignment of radio frequencies for the needs of radiocommunications, including broadcasting, industry, science, medicine and other needs. The Table has been drawn in observance of the Statutes and the Convention of the ITU (International Telecommunications Union) (Official Gazette Valstybės Žinios, 2000, No. 5-130), Radiocommunications Regulations of the ITU and taking into consideration the European table of frequency allocation and utilisations in the frequency range 9 kHz to 3000 GHz (ERC Report 25) . Radio frequencies / channels are assigned in observance of the Rules for the assignment and use of radio frequencies / channels, approved by RRT, the radio frequencies usage plan, radiocommunications development plans and other normative legal acts, regulating use of radiocommunications.
For the purpose of ensuring efficient use of radio frequencies / channels and avoiding radio interference between different communication systems, operated by radio waves RRT, in Frequency usage plan establishes the conditions for use radio frequencies / channels.
The right to use radio frequencies/channels, specified in the Frequency usage plan is awarded:
- General authorization (without a separate authorization);
- Individual license (Upon receiving the permission of RRT to use radio frequencies / channels. The permission can specify additional conditions for use of the radio frequency / channel).
The purpose of the radio frequency bands, which are marked as ”reserved” in Column 3 of the Table, provided in Chapter II of Frequency usage plan is reserved and the permissions for usage of the corresponding radio frequencies / channels are granted only for the purpose, according to the conditions and for the time periods, specified in radiocommunications development plans for the corresponding radio frequencies / channels bands, approved by RRT.
General authorization is a legal regime for the use of radio frequencies/channels without individual authorisation under the relevant technical parametters and regulatory requirements. General authorisation is intended mostly to cover the conditions for the use of radio equipment which has a low capability to cause interference. For the use of radio applications under certain scenarious, addressing compatibility needs, the light-licencing regime elements may be invoked: general authorisation may include a specific activity licence or registration of radio equipment requirements.

RRT, for the purpose of ensuring the appropriate development of electronic communications networks and/or services and technologies can reserve specific radio frequency bands. The authorizations to use the corresponding radio frequencies/channels will be awarded only after RRT approves the radiocommunications development plans with regard to the corresponding radio frequency bands.
In case RRT has not established that the radio frequencies/channels may be used without a separate authorization, the person, prior to commencement of the use of the electronic communications resources must submit to RRT the application for allocation of radio frequencies/channels of the form, established by RRT according to the procedure and the conditions, established by the Rules for the Assignment and Use of Radio Frequencies/Channels.
The number of permissions to use electronic communications resources is unlimited with the exception of the cases where it is necessary to limit the said number for the purpose of ensuring the efficient use of radio frequencies/channels, and also where other specific electronic communications resources have an exceptional economic value and/or there is an unavoidable lack of electronic communications resources and it can be based by the principle of proportionality. Therefore the authorizations to use radio frequencies/channels are classified into the following groups:
- The authorizations to use the radio frequencies/channels, the number of which is limited;
- The authorizations to use the radio frequencies/channels, the number of which is unlimited.
RRT, upon establishing that there is a possibility to allocate the radio frequencies/channels, in regard to which RRT has decided to limit the number of the granted authorizations, according to the established procedure and conditions announces its conclusion and informs on the possibility to submit applications for assignment of radio frequencies/channels or announces a public tender or auction by its own initiative.
